Chief Executive Officer of the Hong Kong Investment Corporation Limited Responds to Her Reappointment (October 2026)

(Hong Kong, 2 October) In response to the announcement by the Financial Secretary today on the reappointment of Ms Clara Chan as the Chief Executive Officer of the Hong Kong Investment Corporation Limited (“HKIC”) for a term of 3 years with effect from 9 October this year, Ms Chan gave the following response:

“I am honoured to be reappointed as the Chief Executive Officer of the HKIC. The reappointment came in the opening year of the National 15th Five-Year Plan and the launch year of the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030) (‘Hong Kong’s First Five-Year Plan’). The establishment of the HKIC by the HKSAR Government in 2022 was not only a forward-looking move for Hong Kong’s long-term economic development, but also an important institutional arrangement under ‘One Country, Two Systems’ to support Hong Kong’s integration into the overall national development and maintain Hong Kong‘s long-term prosperity and stability. At this defining juncture, the HKIC will adopt a longer-term perspective in capital deployment, serving as a pivotal conduit linking capital and industry, championing the growth of strategic industries and mobilising global resources, on the basis of the principles of development and security.

As an international financial centre, Hong Kong possesses clear attributes, including the rule of law, free flow of capital, talents and information, top-tier professional services, etc. Leveraging capital’s power of linkage, the HKIC channels international long-term market capital towards strategic industries, harnesses Hong Kong’s financial strengths to drive industrial momentum, and connects Chinese Mainland with the global markets, thereby supporting Hong Kong to play a differentiating role as a hub to facilitate the national efforts towards a new development paradigm and advance high-level opening up. Over the past few years, building on the HKIC’s positioning as Hong Kong’s patient capital investment platform, we have focused our investment on strategic industries, brought together partners from Hong Kong, Chinese Mainland and the rest of the world and facilitated the synergy of capital, research and development, industry and professional services, with ongoing projects implementation, capitalisation of cross-cycle investments and cross-market networks, and steady maturity of the ecosystem. These together laid a stronger foundation for the next stage of the HKIC’s development. I sincerely thank the HKIC team for their professionalism and commitment, as well as the HKSAR Government, our Board of Directors and partners for their trust.

Looking ahead, my team and I will continue to harness the power of patient capital to support Hong Kong’s long-term development, foster New Quality Productive Forces and anchor new engines for Hong Kong’s economic growth, proactively aligning with the National 15th Five-Year Plan and Hong Kong’s First Five-Year Plan. The HKIC aims to transform capital into tangible development outcomes and enable the fruits of development to benefit our society. I firmly believe that amidst this pivotal window of strategic development of Hong Kong, the HKIC could play our part in leveraging Hong Kong’s strengths to serve the national needs, contributing to the high-quality development of Hong Kong and our country.”

Brief biographical note on Ms Clara Chan is set out below:

Ms Chan was appointed as the inaugural Chief Executive Officer of the Hong Kong Investment Corporation Limited in October 2023. She brings extensive experience in investment management and financial stability. Since joining the Hong Kong Monetary Authority in 2010, she had taken several key roles including spearheading the private markets team of the Exchange Fund Investment Office and driving the ongoing development of the financial infrastructure and payment systems of Hong Kong. 

Ms Chan is a barrister admitted by the High Court of Hong Kong.  Earlier in her career, she served in different roles in policy formulation within the HKSAR Government covering home affairs, cross-boundary infrastructure and financial services.

About the HKIC

The HKIC was established in 2022 as the patient capital investment flagship wholly owned by and representing the HKSAR Government. It adopts an “Investment +” approach, seeking reasonable financial return in the medium to long term and at the same time creating and supporting growth impetus with a view to contributing to Hong Kong’s economy and society.  

The HKIC currently manages the “Hong Kong Growth Portfolio”, “Greater Bay Area Investment Fund”, “Strategic Tech Fund”, and “Co-Investment Fund”. At this stage, it is focusing on three key sectors, namely Hard and Core Technology, Biotechnology and Health Technology, and New Energy and Green Technology, as well as the relevant applications. Currently, the HKIC has invested in over 200 projects. Every Hong Kong dollar invested by the HKIC has attracted over 8 Hong Kong dollars from long-term market capital for investment.
